Reordering pages is a structural edit — you're changing the document's internal page sequence without touching the content on each page. OfflinePDF loads the full PDF into browser memory, renders thumbnail previews using PDF.js, then lets you drag and drop pages into the order you want. When you save, pdf-lib rebuilds the page tree in memory and your browser downloads the reorganised document. The process is entirely local.
